Clipper is the name of a commercial product, a compiler for the dBase language. It was used to develop small database applications under MsDos, but now it is rarely used, as there is no clear continuation for Windows (the two most used tools were Delphi and Visual Basic).

Anyway, there is a project to create an open-source Clipper clone, called Harbour. More info at http://www.harbour-project.org/
